Job Purpose

The job holder responsible for:
'Directly manage and operate Financial Control in accordance with approved functions and tasks.

Key Accountabilities (1)

1.. Responsible for implementing the financial data control system at all units throughout the system to ensure the confidence of the Board of Directors and investors in the Bank's financial data.
1.1 Establish a control system to promptly detect frauds, errors and material backlogs in the Bank's financial data system
  • Develop data control methods to ensure timely detection of frauds, errors and backlogs in the Bank's financial data system. ,
  • Deploy data control methods at all units throughout the system and support and advise units to fully implement these procedures.
  • Supervising and organizing work programs on dealing with frauds, errors and backlogs with the Group's Chief Financial Officer, the relevant Divisions and the Executive Board.
1.2 Develop a process and control system for the balance sheet of the entire line at the units to ensure that there are no material deviations in the Bank's data and periodically review them
  • Ensure the progress and be responsible for closing the balance sheet data of the whole Bank and all business units in the Bank at the request of the Group CFO
  • Direct and guide the units to carry out the necessary control procedures to ensure the reasonableness, completeness and eliminate material deviations in the Bank's accounting system.
1.3 Implement the following control of the accounting units of the Head Office
  • Carry out a follow-up review of the accounting units of the Head Office to ensure that documents and documents comply with legal and internal regulations, and promptly detect losses for the Bank.
  • Control transactions on the accounting system of the units
1.4 Deployment of blocking points for the Finance Division and the whole Bank
  • Periodically identify and assess the risk level of each transaction to build control points and appropriate control frequency.
  • Solve difficult problems in the accounting control system at the units and report to the CFO of the group if necessary.
  • Provide professional support in product development, product implementation and problem solving at the units (if required).
  • Develop specialized training programs to ensure that the accounting and financial control processes at units throughout the system are effectively implemented.

2. Report
  • Report to the Head of Finance Division and relevant Division Directors on the quality of financial data and frauds, material errors, potential risks if any
  • Report to the General Director on backlogs and risks that need to be handled on the Bank's financial data
  • Approve the contents related to the construction of control points, control reports.

3. Building orientation and managing human resources
  • Develop and implement the unit's operation plan according to the operation orientation of the Division and the Bank
  • Orientation of processes and instructions on business of the Unit
  • Ensure that the Unit's activities comply with internal policies, regulations, processes, guidelines, etc. and service quality commitments (SLAs).
  • Develop, manage, monitor and implement the Unit's budget according to the approved quota
  • Building a culture and a healthy and cooperative working environment

PEOPLE MANAGEMENT
  • Oversee human resources planning and execution (headcount & costs) of their function
- Attract, onboard and retain the right talents for a high- performing team
  • Establish and communicate function and individual KRAs/ KPIs, goals, action plan, expectations and results to reporting line
  • Manage function performance & provide feedback regularly (following the annual performance management cycle);
  • Define team’s capability requirements and enable team member’s professional and personal development through capability assessment, training, coaching & feedback, mentoring, etc.
  • Motivate and recognize team members’ contributions towards the team’s shared goals
  • Identify and monitor personal, professional development and career advancement of talents in the function
  • Act as a role model and promote corporate culture at function level
  • Understand & communicate relevant HR offerings to team members.

Success Profile - Qualification and Experiences

  • Having a university degree and intensive training in accounting and banking at domestic and international universities;
  • At least 14 years of experience at the Bank, including at least 10 years of management experience.
  • English: minimum TOEIC 700 or equivalent
