ORGANIZATIONAL CONTEXT
Established in 1951, and operational in Pakistan since 1981, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, inter-governmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Over the years, IOM has expanded and affirmed its role as the leading Organization assisting the Government of Pakistan to ensure humane and orderly movement of people by devising practical solutions to shifting dynamics of migration, protecting, assisting and supporting vulnerable migrant populations, promoting international cooperation on migration issues and serving as a key source of advice on migration policy, research, data and practice.
In line with national priorities and with financial support from the Government of Canada, IOM Pakistan is supporting the Government of Pakistan in strengthening capacity on migration management and administration through implementation of a range of activities, specifically on improving knowledge of government stakeholders on migration management, provision of technical support to streamline migration into development planning processes, operationalising of the UN Network on Migration in Pakistan and enhancing awareness of civil society and youth on regular migration pathways.
Under the overall supervision of the Chief of Mission, the direct supervision of Programme Coordinator - Migration Management and in close coordination with relevant units, the successful candidate will be responsible for the implementation of activities as outlined in the following sections:
RESPONSIBILITIES AND ACCOUNTABILITIES:
- In close coordination with the Programme Coordinator, support the planning and implementation of project activities, ensuring the assigned progamming, project processing and administration is done in compliance with the IOM and donor requirements.
- Contribute to the development of a work-plan in coordination with the Programme Coordinator, for planning utilization of financial resources and tracking expenditures.
- Support the communication and implementation with relevant government officials and other project stakeholders to maintain effective and productive working relationships.
- In coordination with the Programme Coordinator, conduct capacity assessments during project implementation and provide recommendations on how the project should tailor its approach to respond to emerging needs.
- Provide input and expertise in the implementation of project activities, especially capacity building activities for government counterparts, on topics such as mainstreaming migration into development planning, effective migration data management and internal migration.
- Participate in the design and implementation of monitoring and evaluation tools, including massessments, surveys, and interviews, in order to document and determine the progress and impact of the project; identify issues and deviations and initiate remedial actions.
- Draft relevant materials for project activities such as progress reports, project briefingnotes, etc.
- Oversee all administrative tasks for project activities and coordinate with other units as required.
- Undertake travel duty as may be required for the implementation of project activities.
- Provide inputs for future program development (concept notes, proposals).
- Perform other duties as may be assigned.
REQUIRED QUALIFICATIONS:
- Bachelor’s degree from an accredited academic institution, preferably in social sciences, development studies, migration studies or a related field, with at least four years of relevant professional experience.
- High school degree/ certificate or equivalent in above disciplines, with six years of experience.
EXPERIENCE:
- Experience in planning and overseeing implementation of project activities, preferable in area of migration.
- Experience in preparation of project narrative reports, statements, communication materialsand other reports.
- Experience in project design, donor and partner liaison an advantage.
- Experience working with UN agency or international organization; prior work with IOM and familiarity with IOM protocols is an asset.
- Experience in liaising with UN agencies, government counterparts, and international and national humanitarian agencies.
SKILLS:
- Strong communication and coordination skills.
- Well-organized, detail-oriented and able to prioritize and manage multiple tasks simultaneously with minimum supervision.
- Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds.
- Proven ability to produce quality work accurately and concisely according to set deadlines.
LANGUAGES:
- Good command of English and Fluency in Urdu is required (oral and written).
Advantageous:
- Working knowledge of other languages in Pakistan (Pashto, Punjabi, Balochi, etc).
